All work associated with this project must be completed within 365 calendar days after the notice to proceed has been issued.

The city will reject as nonresponsive a bid under this solicitation, which is conditioned on payment of proper invoices in less than thirty 30 days. Net 30 is mentioned as a payment term.

Award will be made to the lowest responsive and responsible bidder complying with all provisions of the invitation for bid, provided the price is reasonable and in the best interest of the city to accept. The city reserves the right to award by individual commodity/service, group, all or none or any combination thereof.

Bidders must be qualified to bid in the state in accordance with section **** of the State Finance and Procurement Article of the Annotated Code of Maryland. The city shall have the right to take such steps as it deems necessary to determine the responsibility of the bidder to perform the obligations under the contract.

Should the contractor fail to complete fully, to all intent and purpose, the work specified in the time specified, or within the time as it may have been extended by the city, the contractor shall pay, for each calendar day that any work shall remain uncompleted, not including Sundays, the sum of $400 per calendar day or such other amount as specified in the special provision, unless otherwise specified in the invitation for bid documents.

Individuals interested in viewing the vicinity of the work are encouraged to do so independently, and in a socially distanced manner, prior to the prebid meeting. Bidders shall assume complete responsibility and liability for any and all visits. Each bidder shall visit the site of the proposed work and become fully acquainted with the existing conditions and fully informed as to any facility involved, and the difficulties and restrictions attending the performance of this contract.

Failure to submit the submittal checklist and signature page shall deem your bid nonresponsive. Failure to sign and return an addendum with your response may result in disqualification of proposal. Failure of the successful bidder to execute the agreement and supply both the electronic versions and original versions of the required forms within fifteen 15 calendar days shall constitute a default.

The period of performance shall begin no sooner than 17 September 2026 and end by 26 February 2027. Extensions will not be allowed.

Invoices shall include the contract number, item numbers, and description of work, quantities, unit prices, and total prices. Payment will be made by Electronic Funds Transfer (EFT) unless the government visa credit card is accepted.

Award will be made to the lowest priced responsible quoter whose quote conforms to the requirements of the solicitation.

Contractors shall be registered in the System for Award Management (SAM) prior to award. Contractor personnel must have a valid driver's license and a background security investigation.

Trees removed or damaged without prior authorization of the COR shall be subject to assessed costs deducted from government payment. Skidding damage or ruts greater than two inches deep shall be restored to the original condition at no cost to the government.

Amendment 001 was added, providing site visit information.

The solicitation due date for responses is July 30, 2026, at 3:00 PM CT. this addendum amends the solicitation due date of responses from july 23 to july 30, 3: 00 pm ct.

If a responder discovers any deficiency, they must immediately notify the AMS in writing. if a responder discovers any significant ambiguity, error, conflict, discrepancy, omission, or other deficiency in the rfp, they must immediately notify the ams in writing of such error and request modification or clarification of the document.

Work is to be performed from September 7, 2026 – September 20, 2026, with a performance time of fourteen (14) days from the date of actual herbicide application initiation.

The purchase order will be issued as a firm, fixed-price agreement with a single lump sum payment. Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP).

The government will award a contract to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the government, price and other factors considered. Factors include technical capability, applicant qualifications, prior relevant experience, past performance, and price, with technical and past performance being significantly more important than price.

Applicators shall hold a current Idaho Commercial Applicator's License. Proof of license must be presented to the contracting officer before any award of contract. Contractors must be registered and active in the System for Award Management (SAM).

This procurement is restricted to those approved companies eligible for call orders under the Land Management Integrated Resources BPA (LMIR) for USFS.
