Invoices will be submitted electronically through the VA's Financial Service Center (FSC) after receipt and acceptance of equipment services. Invoices must include PO number, contract number, PO line items and description, period of service covered, and cost. The contract includes support coverage for the full term of the warranty. Payment will be made upon receipt of a properly prepared, detailed invoice, prepared by the contractor, validated by the contracting officers representative cor, and submitted electronically through ob10. The award will be based on the unique capabilities or products of the contractor, as the library's minimum needs can only be satisfied by Nic Technologies.

Respondents must submit a capability statement demonstrating their ability to meet all requirements described in the justification and approval (J&A).

Using unauthorized parties for maintenance and support services may void the library's warranties and pose a technical, security, and business risk, such as the loss of use of the ECRB system and/or corruption of data or systems.
