The Hawaii Tourism Authority (HTA) is seeking proposals for public relations, communications, and outreach services. Proposals are due October 22, 2025, at 2:00 PM HST, submitted electronically through the Hawaii State eProcurement system (HIePro). The contract will be for an initial 12 months with options to extend for up to 4 additional 12-month terms. Proposals must adhere to specific formatting requirements (US letter size, maximum 100 pages, no multimedia). The proposal must include a cover page, table of contents, cover letter, company overview, organizational chart, professional experience, proposed approach, budget, and required attachments (offeror checklist, proposal transmittal letter, corporate resolution, qualifications questionnaire, references, etc. ). Evaluation criteria include experience, creativity, past performance, references, and price. The HTA reserves the right to cancel the RFP or reject proposals in whole or in part.
Offers are due at 2:00 PM Hawaii Standard Time (HST) on October 22, 2025, or such later date as may be established by the state of Hawaii by an addendum to this RFP.
Payments will be made monthly, on or about the end of each month. Invoices must include a detailed breakdown of services rendered, including hours worked, deliverables, and any out-of-pocket expenses. Payments are due within 30 days from the invoice date, unless otherwise specified in the contract.
The proposal with the lowest cost factor, based on the total cost for the initial two contract periods of this multiterm contract, must receive the highest available rating allocated to cost. The evaluation committee will consider experience, creativity, past performance, references, and price.
Vendors must meet minimum qualifications of 10 years of professional experience in communications, public affairs, media relations, or public relations, preferably within the tourism, hospitality, or government sectors. Proven expertise working with governmental agencies, tourism authorities, or nonprofit organizations is required. Demonstrated experience in crisis communication is also necessary.
The estimated total value of the contract is $170,**** USD, tax inclusive, for 12 months.
