The Air Force Chaplain Corps College (AFCCC) requires a
virtual reality simulation for training chaplains and religious affairs airmen in difficult conversations. The vendor must provide a unique educational service that allows conversation and roleplay simulation within a
virtual reality environment. The simulation must include recording capabilities to provide statistical data on the choices selected by the participant. The government will work with the contractor to develop each individual scenario and modify any currently available scenarios as needed. All new scenarios will become property of the government. Simulations that are owned by the contractor which are modified, will remain property of the contractor. Simulations that are owned by the government which are modified, will remain property of the government. The vendor must provide access to the simulation for 12 hours per simulation execution, ability to execute
virtual reality simulations for 30 VR headsets, and provide technical guidance as needed for
virtual reality simulation execution. The vendor must develop at least two conversational
virtual reality simulations each lasting between 8-12 minutes. The vendor must develop an interactive VR simulation with recording capabilities to provide statistical data on the choices chosen by the participant. The vendor must develop an interactive VR user experience with prerecorded individuals responding to the participants choices. The vendor must have the ability to expedite scenario development for
virtual reality simulation with 12 weeks day turnaround time, if needed. The vendor must have the ability to execute new scenarios as early as 7 days after scenario development, if needed. The vendor must provide pedagogical guidance and consultation for scenario design, if needed. The vendor must have the ability to develop avatars that align with scenario development. The vendor must have the ability to create environment background that aligns with scenario development. The vendor must provide consultation to AFCCC as deemed necessary by the client via email or phone. The work will be performed using
virtual reality applications within a
virtual reality environment and/or web conferencing platforms. The government recognizes the possibility of contractor reach back to confer with expertise not available on site.
