The Transportation Security Administration (TSA) utilizes a Third Party Testing (TPT) framework, in accordance with Section **** of the FAA Reauthorization Act of 2018. This framework supplements TSA's in-house testing capabilities and aims to increase the likelihood of systems efficiently completing TSA's testing process by providing opportunities for early testing and improving the maturity of Original Equipment Manufacturer (OEM) systems. The framework is documented in the TSA Qualification Policy and Test and Evaluation (T&E) Guidebook. TPT activities are established as part of a program or project's test strategy. TPT may be included for various purposes, including augmenting TSA's in-house test resources, addressing specific system requirements, examining system updates, confirming equipment performance for acceptance, or allowing vendors to mature their products before submission for TSA's Qualified Products List or Capabilities Acceptance List. The process involves TSA establishing a qualification process, releasing a Qualification Management Plan (QMP), OEM submission of third-party test organization information and test plans, TSA review of the organization and plans, issuance of a data source risk memorandum, OEM submission of third-party test data, TSA review of the data, and issuance of a data source acceptance memorandum. Upon satisfactory test results, TSA will utilize the eligible provided data for verification, validation, or evaluation purposes, potentially reducing the scope of further testing conducted by TSA. The framework also addresses systems encountering failures once in the qualification process, where OEMs may be required to demonstrate corrections prior to re-entry into the TSA testing process, potentially including third-party test verification. The TSA TPT framework aligns with the FAA Reauthorization Act by enabling vendors to obtain testing, considering detection test data, and allowing for the acceptance of third-party test data to reduce the scope of TSA's required testing. The framework focuses on early testing prior to any testing at the TSA Systems Integration Facility.

This is a no-cost contract to the government for planning, organizing, marketing, and executing the DAFITC event. The contractor will be responsible for securing venues, coordinating keynote speakers, seminar sessions, and an exhibition hall. This includes providing IT/AV support, live video broadcast capabilities, mobile application development, website management, and event guidebook printing. The contractor must also manage vendor exhibitions and provide comprehensive program management. Experience with event coordination for at least **** attendees, live video/audio broadcasts, website, and mobile application management is required. The City of Boerne Parks and Recreation Department is seeking proposals from a publisher/printer/mailer for the creation of their 2027 Guidebook. The scope of work includes producing and printing 9,000 copies of a **** page full-color glossy book, creating new mascot vectors and graphics, providing multiple cover options, developing an interactive online version, hiring a photographer, conducting review sessions, designing ads for advertisers, and optionally providing a tear-out coloring page. Approximately 6,****,000 books are to be mailed to residents, with the remainder delivered to the city office. The guidebook needs to be in-hand by December 8, 2026, mailed by December 11, 2026, the online version live by December 26, 2026, and remaining books delivered by December 11, 2026.
