This is a public tender notice from the City of North Olmsted, Ohio, for leaf collection services. Bids must be submitted by 10:00 AM EST on April 16, 2026. The bids will be opened on the same date and time. Bidders must comply with federal, state, and local laws, and adhere to the instructions in the bid package. The contract will be awarded to the lowest and best bidder. The notice also includes detailed specifications, general conditions, insurance requirements, and various affidavits that must be completed by the bidder. The service period is from October to December.
The leaf collection operations shall take place between October and December. The contractor will notify the city when the final collection is completed, and the city shall have two business days to provide a list of any remaining piles. Collection of these final piles will constitute satisfactory completion of the contract.
No service shall be accepted or subsequently paid unless purchase order numbers appear on all invoices.
The total cost, quality, type of equipment, capabilities and reliability, available training support, quality of available technical service support and degree and quality of sales and administrative support available, will be considered in determining which proposal is most advantageous to the city therefore the lowest and best bid.
Bidders shall furnish with their bid, as an integral part thereof, descriptions by catalog or otherwise of the services they propose to furnish under the terms of the bid, and other specifications or information as requested by the city. Bidder shall furnish with their bid, as an integral part thereof, a detailed description of all equipment to be used for the clean up including number of collection units, containers and leaf collection machines. Bidder shall furnish with their bid, as an integral part thereof, the companys work experience, qualifications and references.
In case of any breach of the provisions against discrimination, there shall be deducted from the amount payable to the contractor by the state of Ohio or by any village, township, county, or municipal corporation thereof, under this contract, a penalty of twenty-five dollars (****) for each person who is discriminated against or intimidated in violation of the provisions of this contract. The contract shall be canceled or terminated by the state of Ohio or by any village, township, county, or municipal corporation thereof, and all money due hereunder may be forfeited for a second or any subsequent violation of the terms or conditions of this section of the contract.
On request, owner will conduct a site visit during owners normal business hours. On request, owner will provide each bidder access to the site to conduct such investigations and tests as each bidder deems necessary for submission of this bid.
All questions about the meaning or intent of the bidding documents or the contract documents shall be submitted to city in writing. In order to receive consideration, questions must be received by city at least ten calendar days prior to the date fixed for the opening of bids.
