Vendors must hold all of the following: General PRDOH Laboratory Certification for drinking water analysis, PRDOH Microbiology Drinking Water Laboratory Certification, PRDOH Chemistry Testing Laboratory Certification, and NELAC ISO/IEC 17025:2017 accreditation.

Awarding a contract to a laboratory that does not possess all required credentials would result in non-compliance with federal and local law, posing an unacceptable health and safety risk.

The estimated total value is $871,****.

Quarterly sampling results are due to the yard by March 1st, June 1st, September 1st, and December 1st annually. The sampling results must be submitted to the yard no later than fourteen 14 days before the end of the sampling period.

Payment will be made by government purchase order net 30. No down payments or advanced payments will be made. Payment of the work is authorized to be submitted as work is completed but must be approved by the contracting officer first.

Quotes will be reviewed and awarded on a best value basis. The evaluation criteria for the quotes will be who meets all the technical requirements, who meets our deadlines and price.

All work shall be conducted by a qualified consulting environmental firm. Personnel performing the work must be able to conduct work in a confined space. Contractor employees visiting DHS facilities must present a state-issued Real ID. The contractor must submit the names of employees at least 5 business days before the scheduled sampling event.

Samples shall be collected in accordance with 40 CFR 136 and EPA guidelines **** samples shall be collected over a 24-hour period. If the period of discharges is less than 24 hours, the samples shall be collected over the period of discharge in one working day.

The items in this procurement must arrive by 4/16/2026.

The vendor must have a quality management system similar to or exceeding ISO ****:**** requirements and provide services meeting at minimum the requirements of ISO/IEC 17025:2017 applicable to calibration laboratories. Offerors shall provide evidence that proposed fire protection engineers hold current, valid certification and possess a minimum of 10 years of experience designing and/or assessing healthcare facilities.
