An individual will be denied access to the installation for reasons including being on a national terrorist watch list, illegally present in the U. S. , subject to an outstanding warrant, knowingly submitted false information, been issued a debarment order, being a prisoner on work release or felony probation/parole, being a registered sex offender, membership in certain organizations, pending felony charge, or multiple misdemeanor convictions.

The bid notice states that interested parties who consider themselves qualified to manufacture this material are invited to submit a response to this sources sought notice. The contractor shall begin performance within calendar days and complete it within calendar days after receiving award, notice to proceed. This performance period is mandatory.

Payment will be made by Department of Veterans Affairs Financial Services Center.

Award may only be made with the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the government, considering only price.

The solicitation is issued as a set-aside for service disabled veteran owned small business (SDVOSB) concerns. Competition is restricted to SDVOSB construction firms. Offerors must be certified SDVOSB listed in the Small Business Administration (SBA) certification database and meet federal small business size standards for NAICS code ****.

A formal site visit has been scheduled for this project and is mandatory. It is scheduled for May 7, 2026, at 10:00 am CT. Interested parties are required to meet in the Iowa City VA Medical Center Building 2, Engineering Conference Room Number 204a.

Questions, inquiries, or such are due no later than May 14, 2026, at 2:00 pm CT. No late questions will be accepted or answered after this deadline.

Failure to provide the limitation on subcontracting formal certification with the proposal will result in the offer being deemed ineligible for award. Failure to provide documentation as outlined in the bid submission documents section of the solicitation by the date and time set for receipt of bids may deem the bid nonresponsive. Any exception to the terms and conditions of this invitation for bid will result in a nonresponsive bid.

The magnitude of construction cost range is between $500,**** and $1,000,****.

The period of performance for this contract is from September 23, 2026, to September 22, 2031.

Invoices shall be submitted via Wide Area Workflow (WAWF). The government's obligation under this contract is contingent upon the availability of appropriated funds.

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The evaluation factors are technical and price, with award made on the basis of the lowest price technically acceptable quotes.

Offerors must have an active federal government contracts registration in the System for Award Management (SAM) database. For small business set-asides, the contractor shall have a current SAM registration with a small business certification under the solicitation's NAICS code size standard.

A site visit will be held on Hanscom AFB on June 3, 2026, beginning at 1:00 PM ET. Contractors must contact Capt. Jake Laurel by 4:00 PM ET on June 1, 2026, to register for the site visit.

All questions are due on or before 12:00 PM ET, June 8, 2026. Answers will be posted to sam. gov not later than June 11, 2026.

Failure to meet required deadlines may result in the government awarding to the next technically acceptable offeror. Missing required attachments in the proposal submission may result in the proposal being determined unacceptable.
