Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p. m. central standard time on 7 30 2026. such capabilities qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.

Responses must be received by August 3, 2026 at 9:00 am eastern time.

All offerors must have an active registration in the System for Award Management (SAM) www. ***. *. * must include a technical proposal, a cost price proposal, the period of performance, the unique entity id (UEI), the taxpayer identification number (TIN), and the certification of business size.

A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.

Contractors must be certified through Defense Logistics Information Services (DLIS) to access controlled unclassified information (CUI) or export controlled information. Access to CUI is limited to a single point of contact (POC) per cage code, who is listed as the data custodian on the DD **** and approved by Defense Logistics Agency (DLA). The DD **** must be approved prior to requesting access to CUI in SAM. gov. Contractors must be certified through Defense Logistics Information Services DLIS in order to access controlled unclassified information CUI or export controlled information.

Vendors must be registered in SAM. gov. it is recommended that all interested parties be aware that processing this additional information may take at least 10 15 days and are proactive in maintaining the sam registrations in an active status as the government cannot award an entity without an active sam registration.

The period of performance for the base period is 12 months, starting from September 22, 2026, to September 21, 2027. Option periods are also 12 months each.

Payment will be made on a monthly basis for services rendered. Services not rendered will not be paid. Pricing arrangement is firm fixed price.

Contractors must have a Bachelor of Arts in Music Performance preferred, experience in leading worship, be able to read music from the Armed Forces Hymnal and liturgical resources, and demonstrate competence through an audition. They must also secure a contractor badge and attend an orientation brief.

Failure to adhere to environmental, security, and safety compliance requirements may result in suspension or debarment of individual employees and/or the contractor.
