Kitchen Utensil Government Bids & RFPs

Deliveries are to be made inside the cafeteria to a spot designated by the cafeteria manager between 7:00 a. m. and 1:30 p. m. No deliveries will be accepted past 1:30 p. m. Back order deliveries are on Thursday or Friday.

Payment will be made within 30 to 60 days of receipt of a proper invoice. Bidders may offer a cash discount for prompt payment.

Awards will be made to the lowest responsive and responsible bidder based on the aggregate bid, not line items. Criteria include the lowest priced bid, ability to deliver, and the meeting of product specifications.

Bidders must submit a complete, truthful, and accurate vendor background questionnaire. The city will conduct investigations to determine bidder responsibility and ability to perform.

A prebid site inspection is not applicable for this solicitation.

Only if requested, vendors are to provide a sample of each item submitted or bid at the expense of the manufacturer/distributor. Samples must be delivered within the specified time and to the designated location, or the bidder will be disqualified. Samples will be examined before award.

Noncompliance with bid submission requirements may result in disqualification. Failure to submit a complete and accurate vendor background questionnaire may also result in disqualification.

Responses to this IFB must be received July 13, 10:30 am. The anticipated contract start date is July 15, 2026.

Payment will be made by the HHS agency in accordance with the pricing provided on Exhibit C Pricing Sheet. The pricing is considered all-inclusive, and no other pricing may be provided on an invoice.

All responses will be evaluated according to the following criteria: bidder meeting or exceeding the requirements and specifications in accordance with this IFB, bidders ability to meet performance delivery requirements, and price.

To be considered for award, bidders must submit a comprehensive response which includes all required information and documentation as outlined in this IFB to ensure the bidder meets all requirements, possesses the required experience and qualifications, and has the capacity to provide the goods and/or services described in this IFB.

HHSC reserves the right to purchase late items on an emergency basis and charge any resulting increase in price to the awarded vendor.

Questions or clarifications submission deadline is July 06, 2026, 10:30 am.

Failure to comply with the sole point of contact requirements may result in disqualification of the response. Inclusion of assumptions could result in disqualification of a response.

Proposal responses will only be received before the time and date indicated. The response deadline is August 13, 2026, at 02:00 PM CT.

LEISD utilizes purchase orders for payment. Vendors must be willing to accept purchase orders provided electronically via email. Work shall not begin until a purchase order has been issued. Payment will be made after all completed and required documentation (service reports and invoices) have been received.

All parts must have the minimum original manufacturer's warranty. Refrigeration systems require a one-year warranty on parts and labor, plus an additional 5-year warranty replacement only on the compressor. All products are guaranteed free from defects and faulty workmanship for a minimum of one year after final acceptance.

The district does not award contracts on pricing alone. The district reserves the right to award the contract to the proposer who offers the best value and is in the best interest of the district. Evaluation criteria include purchase price (30 points), vendor reputation (10 points), quality (25 points), meeting district needs (25 points), past relationship (5 points), and Texas-based employment (5 points).

Offerors shall hold all necessary certifications and/or licenses to perform contract work within the specified cities in Texas. Copies of these certifications and/or licenses shall be included with the bid response. Vendors providing parts but not service are exempt from this requirement.

The district reserves the right to terminate any agreement for breach or default of the agreement by the vendor, including failure to meet schedules, deadlines, or delivery dates, or failure to make payments. The district also reserves the right to terminate for convenience.

Offerors are advised to familiarize themselves with existing conditions in the material and labor markets prior to submission of an offer. Offerors are strongly urged to make arrangements to visit and inspect the sites prior to proposing if the configuration, structure, condition, etc. , of the site will influence the proposal for contract performance.

Any proposal received later than the specified time shall be disqualified. Emailed and/or faxed submissions will not be accepted. Failure to provide required documentation, such as insurance certificates or W9 forms, may result in disqualification.
