This Request for Proposals (RFP) from the Office of Hawaiian Affairs (OHA) seeks Hawaii-based offerors to redesign the Hawaiian Registry Program (HRP) card. The redesign aims to create a culturally grounded, exclusive, and proprietary card that reflects ancestral knowledge, contemporary Hawaiian identity, and a forward-looking vision, while also creating tangible economic value for cardholders through a merchandise benefit program. Proposals must be submitted electronically through the Hawaii eProcurement System (HIEPRO) by April 28, 2026. OHA anticipates issuing multiple awards, with up to three offerors selected. Key deliverables include a finalized, production-ready card design within 90 days, a narrative framework, execution of design charrettes, establishment of a merchandise discount program, and delivery of all intellectual property documentation. Offerors must be registered to do business in Hawaii and meet specific qualifying requirements, including insurance and indemnification. The evaluation criteria will focus on cultural expertise, technical design capability, project approach, stakeholder engagement, and price.
The final production package is due no later than September 30, 2026, and the finalized, production-ready HR P card design is expected within 90 days of the contract start date. The bid proposals are due by Tuesday, April 28, 2026, 2:00 p. m. HST.
The OHA will have thirty (30) calendar days after receipt of invoice and satisfactory delivery of goods or performance of the services to make payment. The OHA is encouraging offerors to participate in Automated Clearing House (ACH) payment processing to expedite payments.
The award will be made to the responsible offeror whose proposal conforms to the solicitation and will be most advantageous to the OHA considering price and other factors, with a total of 100 possible points allocated across cultural expertise, technical design capability, project approach, stakeholder engagement, and price proposal.
Offerors must be Hawaii-based businesses, registered to do business in Hawaii, and demonstrate native Hawaiian cultural and design expertise, experience in narrative-driven design, facilitation and engagement capability, technical design and production proficiency, intellectual property and licensing competency, ability to develop and administer economic benefit structures, and project management skills. They must also meet insurance and indemnification requirements.
The OHA reserves the right to deduct costs from monies due to the offeror or to directly assess the offeror if the offeror fails, refuses, or neglects to perform the services in accordance with the requirements of the RFP and the contract. The OHA may also utilize all other remedies provided under the contract and/or as permitted by law.
Proposal samples or descriptive literature should not be submitted unless specifically requested within the RFP. Offerors may include up to five (5) pages of documentation, literature and samples or brochures of related services which demonstrate experiences to related services.
A protest of the solicitation must be submitted in writing prior to the date set for receipt of offers. A protest of an award or proposed award must be submitted within five (5) days after the posting of award of the contract.
