The award will be made to the responsible offeror whose offer, conforming to the solicitation, offers the lowest price, whose offered price does not exceed the amount of funding available for the procurement, and whose offered price is found to be reasonable. Price alone is the sole evaluation factor.
Offerors must hold a C36 Plumbing Contractor license, an A General Engineering Contractor license, or C4 Boiler, Hot Water Heating and Steam Fitting Contractor license. They must also submit evidence of completion of OSHA 30-hour construction safety training and provide at least 3 references from VA medical facilities or other government agencies for similar services performed within the last three years.

Offerors who fail to meet any special standard of responsibility will not be eligible to receive a contract award. Failure to include required information with offers could result in a contracting officer's determination that an otherwise successful offeror is not eligible for contract award.
