Proposals must be received no later than August 31, 2026, at 4:00 PM CT.

The successful proposer shall pay the greater of the proposed minimum annual guarantee (MAG) or 40% of gross revenue generated from ATM surcharge fees, transaction fees, and any other revenues. The proposed first-year MAG shall be no less than $20,****.

Proposals will be evaluated based on 25% Design and Quality of Improvements, 30% Management and Operations Plan, 25% Qualifications, Capabilities, and Experience, and 20% Financial Proposal.

Proposers must be licensed and in good standing with applicable banking and financial regulatory authorities, be a member of the FDIC or NCUA, provide evidence of ability to finance commitments, and have a national or regional affiliation with a recognized banking institution. A minimum of three years of continuous ATM operation experience within the last five years is also required.

Failure to meet the submission deadline will result in rejection. Failure to execute the final permit and submit required documentation may result in the proposal deposit being retained as liquidated damages.

Causes for disqualification include evidence of collusion, incomplete proposals, lack of necessary skills or financial resources, default on obligations to the city or NOAB, violation of the cone of silence, submission of multiple proposals, and other causes deemed appropriate by the city or NOAB.

The contract duration is one year from the contract execution date with the option to renew for 2 additional 1 year periods. Qualified candidates should demonstrate their ability to perform the requested services, provide a scheduled or recorded demonstration of their proposed solution, and document their organization's experience and expertise, including experience with similar services to other municipalities in Massachusetts. Proposers shall demonstrate their ability to perform the requested services by answering in the affirmative to the majority of the mandatory requirements listed.

The scope includes 1 year warranty for the M600 pay and display or pay in lane units.
