Quotes are due no later than Monday, August 3, 2026.

Proposals must be submitted no later than 14:00 Central European Time (CET) on July 27th, 2026.

Payment shall be made for items accepted by the government that have been delivered to the delivery destinations set forth in this contract. The government will make payment in accordance with the prompt payment act 31 **** and prompt payment regulations at 5 CFR part ****.

The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.

Award will be made to the responsible offeror whose offer conforms to the solicitation and is determined to be most advantageous to the government, price and other factors considered.

The government will determine contractor responsibility in accordance with FAR 9. 104. The apparent successful offeror shall demonstrate adequate financial resources, the ability to meet performance requirements and schedules, a satisfactory performance record, integrity and business ethics, and the necessary organization, experience, technical capability, equipment, and resources to perform the requirement.

The government may terminate this contract, or any part hereof, for cause in the event of any default by the contractor, or if the contractor fails to comply with any contract terms and conditions, or fails to provide the government, upon request, with adequate assurances of future performance.

Offers that are incomplete or fail to comply with solicitation requirements may be rejected.

The total BPA value may not exceed 40,000 EUR or dollar equivalent.

Bids are due by July 21, 2026, at 12:00 PM. Delivery of services is expected to be completed as little as **** hours at no additional cost.

Cash discounts for payment within 15 or 30 days of delivery or receipt of voucher will be considered in awarding bids, but not in determining the low bidder. Cash discounts of less than 1% will not be considered.

Award will be made to the lowest responsible bidder whose proposal complies with all provisions. The city reserves the right to award the contract in whole or in part to one or more vendors.

The city reserves the right to reject any bids where qualifications, financial standing, equipment, personnel, or facilities of the bidder or any subcontractor are not satisfactory. Bidders must demonstrate necessary facilities, experience, ability, and financial resources.

The bidder accepts the provisions of this document as to the liquidated damages in the event of failure to complete the work and/or produce the commodity on time.

Incomplete bid packages will be disqualified and not considered. Failure to respond to three successive proposals may result in removal from the mailing list.
