The project involves the design and construction of a new dissolved air flotation (DAF) system and a pilot plant. The procurement process is a two-step process: Part 1 (RFQ) for prequalification of offerors and Part 2 (RFP) for design-build proposals. Part 1 prequalification proposals must be received electronically by March 10, 2026, and Part 2 proposals must be submitted via email by April 29, 2026. A non-mandatory preproposal conference and site visit will be held on February 10, 2026. Offerors must have a State of Hawaii professional engineers license and a Hawaii State contractors license. The contract will be a firm, fixed-price, lump-sum design-build contract. The contractor must comply with Chapter 104, HRS, relating to wages and hours of employees on public works. The contractor must also comply with HRS **** regarding safety and health programs. The awarded contractor must ensure that Hawaii residents compose not less than eighty percent (80%) of the workforce. Non-selected offerors will be notified via email and may request a debriefing.
The full-scale DAF substantial completion is within 18 months of the notice to proceed within 18 months of ntp.

A minimum one-year warranty is required on all equipment, software, and workmanship provide a minimum one 1 year warranty on all equipment, software, and workmanship.
