This is a Request for Information (RFI) for rechargeable batteries, specifically lithium battery kits for utility carts. The government is seeking information on potential qualified sources, their size classification, and capabilities. The contract will involve removing existing batteries from seven utility carts and installing one lithium battery kit (51 volts, 105 Ampere Hours) per cart. The vendor will also be responsible for proper disposal of old batteries and any other demolished materials. The scope of work includes picking up and transporting the vehicles, removing old batteries, installing new lithium battery kits (including associated cables, brackets, fittings, harnesses, DC to DC converter, and gauges), testing each vehicle for proper operation, and transporting the vehicles and new battery chargers back. The period of performance is 45 days or less from contract award. Vehicles will be picked up and dropped off at VALLHCS Monday through Friday, 7:00 am to 3:30 pm, with coordination required with VALLHCS personnel. Work will be performed at a local authorized Club Car repair facility. Offerors must possess Club Car OEM certification, be registered with the Bureau of Automotive Repair (BAR) with a BAR number, possess an EPA number, and be a certified Club Car Carryall dealer and Eco battery dealer. The contractor must schedule the start date with the point of contact five business days in advance and provide a report on services provided. The contractor shall provide all required, licensed, and certified labor, technicians, equipment, materials, tools, transportation, supervision, safety requirements, and personal protective equipment (PPE). Damage to government property may result in additional action. The contractor will guarantee workmanship and all parts furnished for a period of one year from the date of installation, and warranty for labor will be one year from service provided. Interested and capable companies must provide their company name, address, point of contact, size of business, and a capabilities statement illustrating how they can meet the draft salient characteristics. Feedback or suggestions on the requirements are also requested. Companies should indicate their business size status (e. g. , SDVOSB, VOSB, HUBZone, WOSB, large business) and whether they are considered small under NAICS code **** or **** should also address whether the company is a manufacturer, authorized distributor, or can provide a solution, and if they alter, assemble, or modify requested items. Limitations on subcontracting compliance and whether items are commercial off-the-shelf (COTS) should be addressed. Compliance with the Buy American Act and lead time for delivery are also requested. The estimated lifespan of the solution and any support services offered should be provided. Information on federal supply schedules or other government contracts is also sought. The period of performance for all work and transportation shall be completed within 45 or less days of contract award.
