Gas Emergency Government Bids & RFPs

The period of delivery is from the date of contract award through 8 May 2026.

The contract was awarded to Excelerate as the LPTA offeror, and Phoenix was selected due to availability and meeting requirements under urgent circumstances.

Deliveries must be Monday through Friday between 8 am and 4:30 pm, excluding federal holidays. Vendor must be able to deliver after hours and weekends in case of a tank going empty. The anticipated performance period is May 2026 to May 2031.

Vendor will invoice monthly, and payments will be made by appropriate government purchase card. Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP) system.

Award will be made as a multiple-award blanket purchase agreement, with up to three awardees. The basis of award is the tradeoff method, considering price and other factors such as technical capability and past performance (no terminations for default).

All responsible small business sources may submit a quote. Respondent must possess active registration at the System for Award Management (SAM. gov) website by the time quotes are due.

Respondents must affirm compliance with statutes and terms in the rules of the Department of General Services, Central Procurement Office. For bids over $25,000 requiring a contractor's license, company's Tennessee State Contractor License number, applicable license classifications, and license expiration date must be provided. Documentation reflecting registration with the Department of Revenue for sales and use tax is required, or a copy of communication from the Department of Revenue supporting exemption.
