Upon completion of services and submission of invoices, the county will pay the contractor an annual amount not to exceed a specified dollar amount. Payments will be made after current certificates of insurance have been received and approved.

Award will be made to the lowest responsive, responsible bidder, with the most relevant experience and best qualifications. The county reserves the right to award to more than one vendor.

Bidders must state their qualifications, include years in business, staff profile and experience, and provide three references from previous customers. Resumes of assigned personnel may be requested.

Violation of the provision prohibiting communication with county employees regarding the RFP may lead to disqualification. Failure of the successful bidder to accept the obligation of the contract may result in cancellation.

No pre-bid meeting will be held.

Unsuccessful bidders may appeal an award in writing to the County Administrator within five business days of the notice to award.

Bidders or their representatives are prohibited from communicating with Washtenaw County employees regarding this RFP except as provided under technical questions. Violation of this provision may lead to disqualification.

All equipment must be covered by the manufacturer's warranty. Vendor shall be an original equipment manufacturer (OEM), an OEM authorized dealer, an authorized distributor, or an authorized reseller for the proposed equipment system such that OEM warranty and service are provided and maintained by the OEM.
