Bids will be evaluated based on lowest total bid cost, projected timetable for completion, completeness of the bid, and bidders demonstrated capabilities and professional qualifications. Bids may be rejected if the bidder has failed to comply with prequalification regulations, has outstanding bills for labor and materials on former contracts, is in default under previous contracts, or has performed unsatisfactory work on previous contracts. The county reserves the right to reject any bid if the information submitted by, or investigation of, such bidder fails to satisfy the county that such bidder is properly qualified to carry out the obligations of the contract and to complete the work contemplated therein.

The base bid schedule shall be completed before July 30, 2027. A substantial completion date prior to July 30, 2027 is requested but not mandatory.

The selection criteria include university past performance rating (15 points), design proposal (25 points), schedule (10 points), strength of contractors team (15 points), project management approach (15 points), and cost (20 points).

The designbuild team will be selected using a single stage value based selection method. Each designbuild team will submit a preliminary design and cost proposal that demonstrates compliance with project scope and budget.

Liquidated damages in the amount of $1,**** per day for each day after expiration of the contract time are stipulated.
