The contractor shall pay subcontractors within seven days of receiving payment from the school board for work performed by the subcontractor, or notify them of intent to withhold payment with reasons. Interest accrues at one percent per month on unpaid amounts.

Proposals will be evaluated based on demonstrated expertise, experience, qualifications (30 points), qualifications of firm and specific proposed staff (40 points), overall quality and completeness of proposal (20 points), and cost (10 points).

School security officers must be at least 21 years of age, possess a high school diploma or GED, hold all required Virginia DCJS licenses and registrations, and successfully pass state and federal criminal background checks, child protective services, and sex offender registry checks.

The contractor shall be liable for all costs incurred by IWCS due to the contractor's failure to perform, including damages, delay costs, increased costs of performance, warranty and rework costs, liability to third parties, and attorneys' fees.

Any offeror who desires to protest the award or decision to award a contract must submit the protest in writing to the director of purchasing no later than ten days after the announcement of the decision to award or intent to award.

Failure to complete and submit the contractor background certification form accurately may disqualify your offer from consideration for award. Submitting materially false statements on the contractor background certification may constitute reason to terminate the contract and subject the person certifying to criminal prosecution.
