Request for proposals for HVAC services including repair, replacement, and preventative maintenance for dwelling units and non-dwelling structures. Proposals will be evaluated on a best value basis, considering cost (40%), demonstrated experience (45%), and proposal quality (15%). A pre-bid conference and site walk is scheduled for July 15, 2026. Proposals are due by July 29, 2026, at 2:00 PM PST. Pricing and digital proposal documents must be submitted via the e-procurement system. A C20 HVAC contractor's license is required. The contract period is anticipated to be 1 year with two 2-year option periods.
Pricing and digital proposal documents must be received no later than July 29th, 2026, at 2:00 PM PST.
The responsible contractor shall assume full responsibility and warrant for one year the satisfactory performance of all labor and materials.
The agency intends to retain the successful proposer pursuant to a best value basis, not a low bid basis.
All proposers must hold a C20 warm-air heating, ventilating and air-conditioning contractors license issued by the Contractors State License Board (CSLB).
A pre-bid conference and bid walk tour of properties to be serviced is scheduled for July 15th, 2026, at 10:00 AM PST. Attendance is not mandatory.
Any protest against the award of a contract based on an RFP must be received by the contracting officer within three business days after notification to an unsuccessful proposer that they were not selected.
Failure to submit proposals in accordance with the request, evidence of collusion, lack of competency, documented unsatisfactory performance, or failure to comply with any qualification requirement may lead to disqualification.
