The anticipated start date for the equipment is September 2026. Delivery must be on or prior to the request date.

The contractor is responsible for all equipment preventive maintenance and repairs for the duration of the lease. The contractor shall provide preventive maintenance pm schedules which are equipment specific.

Vendors must be capable of providing the temporary HVAC system and confirm small business status under NAICS **** must be US citizens and meet security requirements for access to Portsmouth Naval Shipyard.

If equipment failure is not the fault of the government, the contractor shall bear all costs associated with its repair and/or replacement. Defective units must be repaired within 48 hours or replaced within 72 hours of notification.

Criminal history and/or falsification of information provided by an employee may be subject to denial for access to the shipyard. Failure to meet repair/replacement timelines could also be a risk.

Pricing and digital proposal documents must be received no later than July 29th, 2026, at 2:00 PM PST.

The responsible contractor shall assume full responsibility and warrant for one year the satisfactory performance of all labor and materials.

The agency intends to retain the successful proposer pursuant to a best value basis, not a low bid basis.

All proposers must hold a C20 warm-air heating, ventilating and air-conditioning contractors license issued by the Contractors State License Board (CSLB).

A pre-bid conference and bid walk tour of properties to be serviced is scheduled for July 15th, 2026, at 10:00 AM PST. Attendance is not mandatory.

Any protest against the award of a contract based on an RFP must be received by the contracting officer within three business days after notification to an unsuccessful proposer that they were not selected.

Failure to submit proposals in accordance with the request, evidence of collusion, lack of competency, documented unsatisfactory performance, or failure to comply with any qualification requirement may lead to disqualification.
