Evaluation factors include technical, past performance, socioeconomic considerations, and price. Socioeconomic evaluation considers proposed participation by SDVOSB and VOSB.

The contractor is liable to VA for liquidated damages in the event of a data breach or privacy incident involving any SPI.

Willful and intentional misrepresentation of a company's SDVOSB/VOSB status is subject to debarment for a period of not less than five years.

Invoices shall be submitted electronically through the U. S. Department of Treasury's Invoice Processing Platform (IPP) system. Payment requests must be submitted with a unique invoice number, no more than once a month. CSOSA is bound by the Prompt Payment Act to reimburse contractors on the 30th calendar day after a proper and valid invoice is officially received.

Psychologists must possess a PhD or PsyD, a full and unrestricted license to practice in the District of Columbia or a US state, and at least three years of verifiable work experience as a behavioral health clinician and in presenting findings for adults in a forensics setting. Licensed Clinical Social Workers (LCSW) or Licensed Professional Counselors (LPC) must have a Master's degree, a full and unrestricted license, and at least three years of verifiable work experience as an LCSW or LPC and in presenting findings for adults in a forensics setting. Experience working with supervisees is preferred for both.

Falsification of any form, refusal to supply information or forms, or failure to cooperate with the CSOSA office of security may be considered justification for immediate security denial/removal of the individual. Any contractor or approved subcontractor employee who does not obtain a favorable adjudication for the CSOSA background check, or OPM background investigation, will be unable to perform services under this purchase order.

The government will award a contract to the responsible offeror whose offer conforming to the solicitation is the lowest price technically acceptable (LPTA) offer.

The contractor shall develop and follow a written policy to address clients grievances regarding planning and delivery of services under this agreement that includes: a. Documentation of the grievance using a form provided by DDAP. b. A requirement for the contractor to render a written decision within seven calendar days of the receipt of the grievance. c. Advising the client that they may appeal the contractor's decision to DDAP within 15 calendar days of the contractor's decision. The contract period includes one base year from the date of award with four option years. The base period is from 08/17/2026 to 08/16/2027.

Quotes shall include a written statement demonstrating how the contractor has the required technical experience/qualifications needed to successfully perform this requirement in accordance with the statement of work. The contractor can provide at no more than one reference that corresponds with the relevant experience provided and demonstrates an acceptable past performance record.
