Sealed bids are due by 2 PM Central Daylight Time on Thursday, October 9, 2025. Bids must be submitted on provided forms, properly signed. Bidders must specify the brand and model number of the product offered. Bidders proposing an equivalent brand or model should submit descriptive information. The successful bidder will be responsible for shipping, freight, setup, and installation. Payment is due within 30 days of invoice or delivery, whichever is later. A Louisiana state contractor's license is required. The bid must comply with all applicable federal and state laws and regulations. The vendor must include an IRS Form W9 and enter their taxpayer identification number. The state is exempt from sales/use tax. All products must be new, never previously used, and the current model and/or packaging. The manufacturer's standard warranty will apply. The bid opening will be public. Award will be made to the lowest responsible bidder, considering quality, conformity with specifications, and delivery time. The university reserves the right to award items separately, grouped, or on an all-or-none basis and to reject any or all bids and waive any informalities. A purchase order will be issued within 30 days of bid receipt to the lowest bidder.

Material sourced or otherwise procured from Nuflo, Inc. and Synergy Flow Systems is prohibited. All items over 40 lbs must be palletized. Contract number must be on the outside of the package and packing documents. All shipments must have the contact number or lead JML number labeled on the outside of all boxes. Applicable national stock number, federal stock number, local stock number, or part number is required. Shipping label instructions include document numbers, contract or purchasing number, government purchasing agents name and phone number. Inspection and acceptance terms are specified. Delivery date is within 2 weeks. Various clauses incorporated by reference (FAR clauses). Offerors must comply with representations and certifications.

Vendors have 30 calendar days from the publication of this notice to ship their products for testing and potential qualification. The products must meet all requirements outlined in MIL DTL **** qualified products list (QPL) is being established. Vendors must supply at least 60 pounds of media, a 5x5x1 stock material sample, a certificate of conformity, media lot/batch number, safety data sheet, and any antistatic agents, fillers, or other foreign materials. Offerors must complete blocks 12, 17, 23, 24, and 30. The deadline for submission of questions is 3 working days prior to the closing date (09 May 2025). Quotes will be evaluated according to clause 52. 2122. The government reserves the right to make a single award to the best offeror. All exceptions to specifications must be noted and technical specification sheets provided. Offerors must be registered with SAM. Payment will be made via electronic invoicing using Wide Area Workflow (WAWF). Shipping is FOB origin, and for large/heavy items, proper wrapping/palletizing is mandatory.
