The voyage repair availability (VRA) is tentatively scheduled from 10 August 2026 until 06 September 2026.

To be eligible for award, the offeror must have an active registration in the System for Award Management (SAM. gov). Firms must be authorized to do business in the country of performance. A positive qualification requirement for an offeror to possess a current and active USN MSRA or ABR issued by NAVSUP FLCY is contemplated. Offeror shall provide evidence of current MSRA ABR holder.

Firms with inactive registrations in SAM. gov will not be considered for award.

Delivery and performance must be affected within the time stated in this purchase order. Time is of the essence of this transaction.

Full or partial payment for goods shall be made by check or wire transfer at Northern Water's option, within a reasonable period of time after the date of receipt of an acceptable invoice, or the date of Northern Water's acceptance of the goods, whichever is later.

The seller warrants that all goods covered by this purchase order will conform with all applicable drawings, specifications, samples and/or other descriptions of the goods set out in this purchase order, will be of merchantable quality, and will be fit for the purposes intended by Northern Water.

In the event of any delay beyond the specified delivery date on the purchase order, Northern Water shall have the right to cancel the purchase order and to purchase equivalent goods at market prices for immediate delivery and hold the seller liable for any increase in the price over and above the prices offered herein.

Any claim for adjustment by the seller resulting from changes in the terms of this purchase order or from full or partial termination of this purchase order must be asserted within thirty (30) days after the date Northern Water provides the seller with written notice of the change or termination.

The period of performance is expected to start August 2026 and last through February 2027, with a sixty (60) day drydock period during this availability.

Award will be made as a whole to one offeror.

Prospective contractors must have, or be capable of, entering into a MSRA with USACE, Portland District. Award will not be made to any company that does not have a MSRA in place that meets the qualification requirements found in the sources sought announcement.

A mandatory pre-bid site visit will be required as part of the solicitation. The anticipated dates for the site visits will be advertised in the solicitation.
