The period of performance is from 14 SEP 2026 to 16 NOV 2026.

Payment will be made in Japanese currency (JPY) at the FY26 budget exchange rate of JPY **** per USD 1. 00. Payment is by Electronic Funds Transfer (EFT).

The contractor shall extend the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided it is available at no additional cost to the government.

Offerors must certify that they currently hold an active U. S. Navy MSRA/ABR agreement in the Japan region. Offerors who do not possess a current NAVSUP FLCY MSRA/ABR agreement shall submit a copy of their approved and active U. S. Navy MSRA/ABR agreement as a prime contractor.

Firms who do not possess an MSRA/ABR are ineligible for award unless adequate time exists to permit the Navy to perform an assessment of their MSRA/ABR application and to execute the applicable MSRA/ABR without impacting the vessels availability dates.

The requested delivery date is no later than 01 august 2026.

Award will be made to the responsible offeror whose quote conforming to the solicitation is most advantageous to the government, price and other factors considered. The following factors will be used to evaluate offers: o Technical capability pass fail o Past performance pass fail o Total price. Among all acceptable quotations, award will be made to the responsible offeror submitting the lowest evaluated price.

To establish technical capability pass fail, the quotation must demonstrate a clear understanding of the work statement requirements, conform strictly to all specifications in the attached statement of work, and provide any adequate capability and corporate experience documentation required by the solicitation. The government will evaluate recent completed within the last three years and relevant past performance to assess the likelihood of successful performance. Past performance will be evaluated on an acceptable or unacceptable basis. To receive an acceptable rating, past performance must demonstrate a rating of satisfactory or higher performance of similar work.

Failure to meet the technical capability criteria will render the quotation unacceptable. Past performance demonstrating marginal or below performance is unacceptable.

Award will be based on a best value procurement utilizing past performance, technical, and price as evaluation factors.
