This is a solicitation for commercial items, specifically peanut butter and jelly/jam twin packs, for the Unitized Group Ration (UGR) program. The contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) firm-fixed-price contract. The solicitation utilizes Lowest Price Technically Acceptable (LPTA) source selection procedures. Offers must meet all terms and conditions without exceptions. Key requirements include: - Submission of Product Demonstration Models (PDMs) for evaluation. - Delivery within 60 days after issuance of each delivery order. - A shelf life requirement of 36 months for all line items. - Pricing must be offered on an F. The contractor warrants that for 6 months after receipt of supplies at destination or, in the case of supplies required to bear an expiration date, for the expiration date indicated in the labeling thereof, all supplies furnished are of a quality to pass without objection in the trade under the contract description, are fit for the ordinary purposes for which the supplies are used, are within the variations permitted by the contract, and are of an even kind, quality and quantity within each unit and among all units, are adequately contained, packaged, and marked as the contract may require and conform to the promises or affirmations of fact made on the container.
This procurement will utilize lowest price technically acceptable source selection procedures. The award will be made to the responsive and responsible offeror with the overall lowest total evaluated price and a technically acceptable nonprice technical proposal.
Offerors must meet all terms and conditions, and submission requirements of this solicitation. Technical acceptability will be rated as either acceptable or unacceptable.
The contract includes provisions for termination for cause, and a liquidated damages clause for failure to meet subcontracting plan goals may apply.
Product Demonstration Models (PDMs) are required for each item and must be received no later than the day/datetime set for closing of offers. PDMs will become the property of the government and will not be returned.
