Project involves gravesite expansion and facility condition assessment (FCA) deficiencies at Dayton National Cemetery. Scope includes construction of columbarium niches, inground cremains, preplaced crypts, traditional casketed sites, memorial wall, and various improvements such as irrigation, fencing, and repairs. The procurement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Bidders must be CVE verified and registered in SAM. gov. A mandatory site visit is scheduled for June 12, 2026. Questions are due by June 22, 2026. Bids are due electronically by June 30, 2026, at 2:00 PM EST. A bid bond is required for bids exceeding $150,000. Performance and payment bonds will be required upon award. The estimated magnitude of construction is between $10,000,000 and $20,000,000.
The contractor shall begin performance within calendar days and complete it within 540 calendar days after receiving award, notice to proceed.
Payment for services provided under the terms of this contract will be made in arrears, within thirty 30 calendar days, upon receipt of properly executed invoices.
Contractor shall provide a certificate of warranty for material supplied and workmanship for a minimum of one year from the date of acceptance.
The government contemplates award of a firm-fixed-price contract resulting from this solicitation.
Bidders must be CVE verified prior to submitting a bid and registered in System for Award Management (SAM) with a UEI number, and verified/certified in SBA site.
If the contractor fails to complete the work within the time specified in the contract, the contractor shall pay liquidated damages to the government in the amount of $1,**** for each calendar day of delay.
An organized site visit has been scheduled for Friday, June 12, 2026, at 10:00 am EST. Participants will meet at the administrative building at Dayton National Cemetery.
Questions must be received no later than Monday, June 22, 2026, at 2:00 pm EST.
Failure to furnish the required bid guarantee in the proper form and amount, by the time set for opening of bids, will require rejection of the bid.
The magnitude of construction for this project is between 10,000,000 and 20,000,000.
