The contractor shall furnish the materials ordered and perform the services specified by the contracting officer or designee as promptly as possible. The contractor shall perform the services not later than 24 hours after receiving notification to remove the remains, or after the remains have been released to government control, excluding the time necessary for the government to inspect and check the results.

In accordance with the Inspection of Services clause ****, the contractor will not be paid for services unless services are rendered in accordance with the standards set forth in the contract. Payments to the contractor per remains will be reduced for unsatisfactory performance.

The contractor shall comply with all existing federal, state, territory, and local licensing requirements and regulatory standards applicable in the area of performance of this contract. The funeral establishment must be in good standing as required by state laws, and with federal guidelines have an active SAM. gov registration and have sufficient staff to furnish services as required under the contract.

Payments to the contractor per remains will be reduced for unsatisfactory performance. For areas surveyed, total unit line item price multiplied by the percentage of the function represented by the required service figure 12. 0, column 5 will be deducted.

Disciplinary action by a regulatory agency or licensing authority may be the basis for nonconsideration or termination of a contract.

The contractor shall begin performance within calendar days and complete it within 540 calendar days after receiving award, notice to proceed.

Payment for services provided under the terms of this contract will be made in arrears, within thirty 30 calendar days, upon receipt of properly executed invoices.

Contractor shall provide a certificate of warranty for material supplied and workmanship for a minimum of one year from the date of acceptance.

The government contemplates award of a firm-fixed-price contract resulting from this solicitation.

Bidders must be CVE verified prior to submitting a bid and registered in System for Award Management (SAM) with a UEI number, and verified/certified in SBA site.

If the contractor fails to complete the work within the time specified in the contract, the contractor shall pay liquidated damages to the government in the amount of $1,**** for each calendar day of delay.

An organized site visit has been scheduled for Friday, June 12, 2026, at 10:00 am EST. Participants will meet at the administrative building at Dayton National Cemetery.

Questions must be received no later than Monday, June 22, 2026, at 2:00 pm EST.

Failure to furnish the required bid guarantee in the proper form and amount, by the time set for opening of bids, will require rejection of the bid.

The magnitude of construction for this project is between 10,000,000 and 20,000,000.
