Proposals must be submitted electronically via MITN before 2:30 PM on Tuesday, October 13, 2026. The system locks at that time and late proposals will not be considered. bid proposal submission deadline: tuesday, october 13, 2026, before 2: 30 pm.

Proposals evaluated based on qualifications/experience (25%), capacity/availability (25%), wow factors (25%), and fee schedule (25%). price may not be the determinative factor in the issuance of a contract or award.

Firms must complete the qualification questionnaire, provide references, and submit hold harmless and non-Iran linked business certification forms. all bidders must complete the following questionnaire.

Proposals may be disqualified if not submitted as detailed, including two separate PDF documents (written proposal and confidential cost proposal). your proposal may be disqualified if it is not submitted as detailed below.

Cost not to exceed $408,500 for CDBG-DR project and $2,210,640 for BUILD project. cost not to exceed: 408, 500 and cost not to exceed: 2, 210, 640.

Bids must be received by 2:30 p. m. Pacific time on Tuesday, October 28, 2026. The delivery date specified by the bidder may be used as a factor in award decisions, with deductions of $100/day for the first 30 days and $200/day thereafter for late delivery.

All equipment shall be guaranteed for a period of not less than one year after the unit has been energized or eighteen months after receipt, whichever comes first, with defects corrected at no cost to the purchaser.

The district will award the contract to the lowest bidder, considering sales taxes and loss evaluation factors. Preference may be given to domestic manufacturers with qualified repair facilities in western Washington.

Bidders must provide certification of BABA compliance for all materials and equipment, and submit full data including manufacturer, type, physical dimensions, characteristics, and ratings for the proposed equipment.

Late delivery deductions: first 30 days $100 per day, each succeeding calendar day $200 per day. Failure to enter contract within 10 days results in forfeiture of bid security.

All questions and inquiries will be accepted until October 21, 2026, 12 p. m. , Pacific time. No questions offering clarifications will be answered after that time.

Bids not accompanied by 5% bid security, offers not firm, or bids with alterations or interlineations not initialed and dated may be considered nonresponsive. Bidders must be registered on the plan holders list to receive addenda.

Submission windows are January 15, 2027, May 15, 2027, and October 29, 2027. The BAA is open until October 29, 2027. The BAA will be open until October 29, 2027 with three submission windows.
