The vendor warrants all items delivered to be free from defects of material or workmanship, of good quality, and to conform strictly to specifications, drawings, or samples. This warranty survives inspection, delivery, acceptance, or payment.

Selection of vendors for award will be based on both bid price and all information submitted with the bid.

Bidder shall employ at least one full-time electrical engineer registered as a professional engineer with the state of Ohio and technicians field personnel currently certified by NETA as technicians-level three, or NICET certified equivalent level.

In case of default by the vendor, the city of Dayton may procure the items from other sources, and the vendor shall be responsible for any excess costs occasioned thereby.

A voluntary site visit will be held at 12:00 p. m. local Dayton, OH time on June 9, 2026, beginning at the City of Dayton's Division of Water Supply and Treatment Facilities.

Questions must be submitted in writing no later than 11:00 a. m. local Dayton, OH on June 11, 2026.

Failure to comply with specific instructions, such as not communicating with city personnel outside of provided channels or failing to submit required documentation, may result in disqualification or rejection of the bid.

This project is a standard low bid project.

Bidders must be present at the mandatory pre-bid conference to submit a bid. Specific SDB and VBE participation goals must be met or good faith efforts demonstrated.

Liquidated damages are specified per day for each trade: General Construction ****, HVAC ****, Plumbing ****, and Electrical ****.

A mandatory pre-bid conference will take place on Tuesday, June 2, 2026, at 9:30 AM. A map is attached in the bid documents.

The estimated total value for all trades is $9,200,****.

The prequalification submission deadline has been extended to 16 June 2026.

Only those contractors that meet the prequalification criteria will be considered for the subsequent solicitation where the government intends to issue an invitation for bid ifb utilizing far part 14 sealed bidding procedures. To be eligible to participate, interested contractors must receive a go for factor 1 and be rated acceptable for factor 2 and 3 to participate in the ifb.

A site visit will not be held during the prequalification process.
