This is a solicitation for HVAC cooling towers testing and maintenance services for the VA Palo Alto Health Care System, covering multiple campuses. The contract includes a base period of performance and four 1-year option periods. Services required include weekly testing of cooling towers, monthly testing of closed loops, semiannual cleaning of cooling towers, and monthly, quarterly, and annual preventative maintenance. Unscheduled maintenance and troubleshooting are also included. Offerors must have at least five years of experience and provide a contract manager. A mandatory site visit is scheduled for May 6-7, 2026. Questions must be submitted by December 5, 2026. Electronic submissions are required.
The base period of performance is from 09/01/2026 to 08/31/2027, with four 1-year option periods.
Payment will be made monthly in arrears after receipt of a properly prepared invoice, provided all required work has been performed and verified.
The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.
The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered, with evaluation based on technical submission, past performance, and price.
It is preferred that the contractor have a minimum of five 5 years within the last twelve 12 years of successful experience maintaining HVAC equipment identical or similar to the types listed in this PWS.
The contractor's failure to schedule and perform a PM within the specified time interval shall be considered noncompliance with terms of contract, and VA will deduct proportionately from payments for services missed. Criticality of this equipment requires that continued such failure will necessitate holding contractor in default.

The contractor awardee representative will be responsible for collecting, analyzing, and reporting sample data as required by the contract. VA representatives will not collect samples on behalf of the contractor.

Failure to follow submission instructions will result in an unfavorable evaluation and may not be considered for award. Failure to comply with safety regulations may result in the contracting officer issuing an order halting work and the contractor being held in default.
The total estimated value for this acquisition is $19,000,000.
