Invitation to Bid for Mayonnaise Lite. Bids are due July 16, 2026, at 9:00 AM PST. Delivery to ODOC Central Distribution Center, Salem, OR. Samples may be requested after bid closing. Preference given to Oregon goods and resident bidders. Bids must conform to ITB requirements. Late bids will not be considered.
First delivery or will call, as applicable shall occur after the issuance of a purchase order. Delivery dates will be included in the purchase orders, unless otherwise stated in the ITB. Contractor shall deliver the goods in accordance with ODOC’s instructions, including delivery dates as indicated in the issued purchase order.
Payment for completion of state contracts is normally made within 30 days following the date the entire order is delivered and accepted or the date the invoice is received, whichever is later. After 45 days, contractor may assess overdue account charges up to a maximum rate of two-thirds of one percent per month (8 APR) on the outstanding balance.
All implied and expressed warranty provisions of the Uniform Commercial Code ORS Chapter 72 are incorporated in this contract. All warranties shall run to the state. Contractor warrants that all goods shall be new, unused, current production models, where applicable, and shall be free from defects in materials, design and manufacture for the duration of this contract.
ODOC may award one or more contracts based on the lowest responsive bids by responsible bidder per line item, groups of items, or all or none, whichever is in the best interest of ODOC. Preferences for Oregon goods and services, and resident bidders will be applied.
Bidders must submit bids that conform to the requirements of the ITB. Failure to supply all required information shall be cause for bid rejection. ODOC reserves the right to investigate and evaluate, at any time prior to award and execution of the contract, a bidder's responsibility to perform the contract.
If contractor fails, neglects or refuses to pay promptly as due, any claim for labor or services furnished to the contractor or any subcontractor by any person in connection with the goods provided under this contract, the state may pay such claim and charge the amount of the payment against funds due or to become due the contractor under this contract.
ODOC reserves the right to request samples after bid closing from one or more bidders during the evaluation process. If samples are requested by ODOC, bidder shall deliver samples to ODOC within four (4) days after the date of the request.
Requests for clarification or changes to contractual terms or specifications must be received by the deadline specified in Section 1. 1 Schedule of Events. Protests, if allowed, must also be received by the deadline specified in Section 1. 1.
Contact with other ODOC staff regarding this ITB without prior clearance from the single point of contact will lead to disqualification. Failure to supply all required information may be cause for bid rejection. Failure to comply with sample submission requests may result in disqualification.
