Bids are due by August 19, 2026, at 11:00 AM local time for electrical system testing services at the Willow Lake Water Pollution Control Facility. Services include preventive maintenance, testing, power loading, and arc flash/coordination studies. Bids must be submitted electronically via Equity Hubs Bid Locker. Questions must be submitted in writing by August 12, 2026, at 5:00 PM. The city reserves the right to reject any or all bids. Prices quoted must be valid for 30 days. Award will be made to the lowest responsive bidder.
Bids must be uploaded prior to the closing date and time of August 19, 2026, at 11:00 AM local time. The city strongly recommends allowing at least one day before the closing date and time to begin the uploading process.
Payment shall be net 30 days from the date of the invoice.
All warranty obligations shall survive termination of this agreement and remain in full force and effect as originally specified in the agreement.
Award shall be made to the lowest responsive bidder total lump sum yearly bid. All items must be bid.
The contractor shall be regularly engaged in the testing of electrical equipment devices, installations, and systems for at least the last five years and shall be an Oregon approved field evaluation firm.
Penalties imposed on the owner as a result of any bypass caused by the actions of the contractor, his/her employees, or subcontractors, shall be borne in full by the contractor, including legal fees and other expenses of the owner resulting directly or indirectly from the bypass.
A prospective bidder may protest the procurement process or the solicitation document by delivering a written protest to the City Manager's office no later than August 12, 2026, at 5:00 PM local time.
The city may debar prospective bidders from consideration for contracts for a period of not more than three years if they have been convicted of a criminal offense related to obtaining or performing a contract, or have committed a violation of a contract provision.
