Invitation for Bids (IFB) for a Master Installment Purchase Agreement (MIPA) and Payment Schedule for financing multiple Commonwealth of Pennsylvania Guaranteed Energy Savings Act (GESA) projects. The financing term is for twenty-four months, starting on the effective date, or until $100,000,000 has been financed. The Department of General Services (DGS) is issuing the IFB. Bids are due August 18, 2026, at 2:00 PM EST. All bidders must be registered on the Pennsylvania Supplier Portal with an active PA Vendor number. Questions must be submitted in writing to ***@***. *. * by August 11, 2026. The award will be made to the responsible bidder with the lowest interest rate, market index, spread basis points, and other fees within 60 days of the bid opening.
Bids must be received by the purchasing agency on the solicitation due date no later than the solicitation due time as set forth in the solicitation. The bid opening date and time is **** at 2:00 pm.
For each financing package, the applicable funding agency will make payments to the financer, including the interest portion, as specified in the applicable payment schedule. These payments shall commence on the dates set in the applicable payment schedule, typically twelve months after the final payment has been made to the applicable GESA contractor.
The award will be made to the responsible bidder with the lowest interest rate, market index, spread basis points, and other fees.
All bidders must be registered to the Pennsylvania Supplier Portal and have a current and active PA vendor number. Bidders must also certify that they are not currently suspended or debarred by the Commonwealth, any other state, or the federal government.
The financer shall reimburse the Commonwealth for the reasonable costs of investigation incurred by the office of inspector general for investigations of the contractors compliance with the terms of this or any other agreement between the financer and the Commonwealth which results in the suspension or debarment of the financer.
No prebid conference will be scheduled.
If a protest is filed by a prospective bidder, it must be filed prior to the bid opening date and time. If a protest is filed by a bidder, it must be filed within seven 7 days after the protesting bidder knew or should have known of the facts giving rise to the protest, but no later than 7 days after the contract award date.
Failure to comply with instructions, submitting bids after the deadline, incomplete bid forms, falsification of information, collusive bidding, or failure to execute the MIPA within 10 days may result in rejection of the bid or cancellation of the award.
