Checkpoint Government Bids & RFPs

Proposals are due by Tuesday, August 4, 2026, at 5:00 PM EST.

Proposal must include warranty in country details. Describe the proposed warranty duration, response times, and any exclusions. Provide name, address, and POC information of locations that will provide in-country warranty repairs.

The government will award a contract to the responsible contractor whose offer meets or exceeds all the requirements of the solicitation and is evaluated as being the most advantageous to the government, lowest price technically acceptable.

Offerors shall submit a technical approach that demonstrates logical and feasible methods for meeting the requirements described in the statement of work (SOW), the technical specifications of proposed equipment, and meeting any performance objectives outlined within the solicitation. The proposal shall contain adequate details necessary for the government to determine compliance with the technical specifications and offeror's ability to perform in-country installation, configuration and maintenance and within the delivery timelines within the SOW. If the offeror is proposing in-country subcontractors, the offeror shall clearly identify what aspects of the work will be performed by the prime and what aspects of the work will be performed by each subcontractor in its technical approach. Must include details confirming vendors are registered to do business in the host country Guatemala or an existing partner with a host country registered business.

Please note that there will be the opportunity for a pre award site visit. Additional information and instructions can be found in section 1. 3. 2 in the statement of work.

Proposals submitted that do not conform as enumerated above may not be evaluated. Text and graphics with font size smaller than the minimum specified may be excluded from award and found as noncompliant with the RFP instructions.

Proposals must be received by August 11, 2026, at 1:00 PM Mountain Time.

Proposals will be evaluated based on Cost Effectiveness/Pricing (20%), DEN Equity, Diversity, and Inclusion Plan (15%), Understanding the Project (16%), Proposed Work Plan and Approach (16%), Key Personnel and Ability to Respond (16%), and Company Experience and Qualifications (17%).

A mandatory site visit is scheduled for July 23, 2026, at 11:00 AM MT. Preregistration is required by July 21, 2026. at least one representative from your company must attend this mandatory site visit in its entirety for your company to be eligible to submit a proposal for this opportunity.

The last date to submit written questions is July 27, 2026, by 1:00 PM MT.

Failure to attend the mandatory site visit may result in disqualification. Omission of required documents will result in a nonresponsive finding. Failure to strictly comply with RFP requirements may result in rejection and disqualification.

Applications are accepted on a rolling basis beyond the stated closing date. Applications submitted after the closing date will be considered in order of receipt, subject to the availability of funds. Applications will be evaluated based on the number of LEOs assigned to the airport, number dedicated to passenger screening checkpoints, operational hours of checkpoints, number of checkpoints and lanes, and total number of daily departure flights. Applications submitted in compliance with section 4 will be evaluated based upon the criteria identified below: 1. Whether airport has a police department specifically dedicated to airport security.

To be eligible for reimbursement, an individual must provide law enforcement support and possess all qualifications of a LEO set forth at 49 **** while on duty at the airport. Waivers may be considered for Category III and IV airports. In order to be eligible for partial reimbursement under the agreement an individual must provide law enforcement support and possess all of the qualifications of a leo set forth at 49 ****.

Leidos is uniquely positioned to rapidly respond and execute this requirement. In FY25, Leidos installed 110 AITs and 36 CTs within less than eight months. They have the historical knowledge, airport contacts, designers, and engineers to be able to meet the requirement within the needed timeline.

The current maximum ceiling value of the IDIQ contract is $470,700,****. This proposed action will increase the IDIQ ceiling by $150,000,**** to $620,700,****.
