Refurbish Government Bids & RFPs

The contractor shall complete all work by 30 September 2026.

The work must be free of defects that would affect appearance, durability, or service life with a two-year warranty against peeling, cracking, or significant fading.

This requirement shall be solicited as a 100 small business set aside under NAICS **** with a size standard of 550 employees. This solicitation incorporates provisions and clauses by reference. The government reserves the right to conduct interchanges with some, none, or all offerors, or make no award at all depending upon 1 the quality of quotations received, and 2 whether proposed prices are determined to be fair and reasonable. The government reserves the right to cancel this solicitation, either before or after the closing date. In the event the government cancels this solicitation, the government has no obligation to reimburse an offeror for any costs. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. This notice is expected to result in award of a firm fixed price ffp purchase order for a commercial service to the responsible offeror who submits a quotation that: 1 conforms to the requirements, 2 complies with the minimum requirements stated in the performance work statement pws as evidenced by providing a complete description of the service provided, and 3 that submits the quotation with the lowest price technically acceptable, provided that the price is determined to be fair and reasonable.

Firms submitting a quote for the solicitation described herein must be registered in the system for award management sam database, or risk the quote as being non responsive, regardless of the package being considered complete, timely or any other salient consideration. All companies must have a completed and current not more than three 3 years old nist assessment with a score of at least 110 in the supplier performance risk system to be eligible for this contract. If the score is below 110, a mitigation plan must be submitted as part of the proposal.

The bid notice states the due date for submission is April 22, 2026.

The expected delivery for this purchase shall be within sixty (60) days of award.

Firms response to this synopsis shall be limited to 3 pages and shall include the following information: firms name, address, point of contact, phone number, website, and email address. Firms interest in bidding on the solicitation when it is issued. Firms capability to perform a contract of this magnitude and complexity include firms capability to execute comparable work performed within the past 2 years: brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project provide at least 3 examples. Firms business category and business size other than small, small business, 8 a, sdvosb, wosb, or hubzone. If your firm is a small business, be sure you understand the performance of work requirements for your specific socioeconomic category. i. e. sb, 8 a, sdvosb, wosb, or hubzone. Prior government contract work is not required for submitting a response under this sources sought synopsis. You must be registered with the System for Award Management SAM in order to receive a government contract award.

The bid due date and time will be contained in the solicitation and any solicitation amendments that are issued. Proposals will be due approximately 30 days after the solicitation is posted.

The solicitation will be issued as a best value trade off (BVTO) request for proposals (RFP) and result in a single firm fixed price construction contract.

The contractor will be responsible for establishing and managing an effective contractor quality control (CQC) system that will require the development and submission of a comprehensive project specific CQC plan for government acceptance. A CQC system manager employed by the prime contractor shall be required to be on site for each shift of the contractors operations. The CQC system manager must possess a minimum of 5 years relevant experience in a supervisory or management position such as quality control manager, quality assurance manager, or construction manager directly involved in the management of construction quality at the project site. In addition, the CQC system manager shall have completed the course entitled Construction Quality Management for Contractors within the last 5 years.
