Deliverables are due at various times within the 12-month period of performance, with the final draft publication due at 12 months from contract start.

Payment requests must be submitted electronically through the U. S. Department of Treasury's Invoice Processing Platform (IPP). Payment is based on acceptance of the entire task or tangible product deliverables.

Award shall be made to a single responsible party with the lowest priced technically acceptable offer.

Contractors must demonstrate a proven track record in cardiovascular computational fluid dynamics with peer-reviewed publications, experience with medical device applications and regulatory science, expertise in surrogate modeling, and an understanding of regulatory evaluation frameworks.

No site visit is required or authorized under this contract.

Quotes are due by 07/24/2026 at 12:00 PM EST.

Contractor shall receive payment for services rendered in accordance with the prompt payment act. Will be paid monthly, in arrears, upon receipt of a proper invoice for services performed during the previous month.

Award will be made to the quote that represents the best value to the government, considering price, technical, and past performance.

The contractor shall be an active member of the Maine Bar Association and in good standing. The contractor shall be regularly established in the business of guardianship, special proceedings regarding health care proxies.

The period of performance for all line items is from July 24, 2026, to July 23, 2027.

Payment will be made by electronic funds transfer (EFT) via Wide Area Workflow (WAWF). Invoices are to be submitted electronically.

Inspection and acceptance criteria are detailed in the Performance Work Statement (PWS).

The estimated total value is $34,000,****.

Quotes must be received no later than 07/24/2026 at 12:00 PM EST.
