Surrogate Government Bids & RFPs

Contractors must be registered in the System for Award Management (SAM) database. all contractors doing business with the federal government must be registered in the system for award management sam database.

Bids will be received until 11:00 a. m. on July 1, 2026. Bid documents will be available after 5:00 p. m. on June 17, 2026. The contract term is from August 1, 2026, to July 31, 2031. The bid opening date: july 1, 2026

Itemized invoices for payment shall be submitted on a biweekly basis to the County Attorneys Office and OCSS, including copies of the corresponding affidavit of service or attempted service. All bidders shall be required to have a minimum of five years of experience in process serving in volumes similar to that required by the county and the OCSS. Failure to submit bid security in the required manner may cause the bid to be rejected. Bids will not be accepted from entities that have not registered and downloaded bid documents from the Empire State Purchasing Group website. failure to submitin this manner may cause the bid to be rejected. in order to ensure that county bid documents have not beenaltered in any way, the county will not accept bids from personsor business entities that have not followed this requirement.
