Westchester County is soliciting bids for service of process in all family court proceedings, including paternity, support, abuse, neglect, guardianship, juvenile delinquency, and surrogates court matters. Bids are due July 1, 2026. An estimated 500 services per month are anticipated. Bidders must register and download documents from the Empire State Purchasing Group website. A bid security of $500 is required. The contract term is five years, commencing August 1, 2026. The county reserves the right to waive informalities or reject bids. Experience in process serving with similar volumes is required. Bidders must submit various forms, including a bid sheet, noncollusive bidding certificate, and proof of insurance. Service areas include Westchester County, all New York City counties, and Rockland, Putnam, Dutchess, Orange, Nassau, and Suffolk counties. The contractor must maintain an office within 75 miles of White Plains and be able to travel there within one hour. Confidentiality of child support information is paramount.
