This is an Invitation for Bid (IFB) for tube heater replacements at the Texas Military Department in Grand Prairie, TX. The scope of work includes removing existing heaters and installing new ones, along with associated gas and electrical work. Mandatory site visits are scheduled for May 27 and May 28, 2026. Failure to attend a site visit will result in disqualification. The bid submission deadline is June 10, 2026, at 2:00 PM local time. Respondents must acknowledge all addenda. The contract term is one year from the effective date. The evaluation will be based on best value.
Contractor must complete services within 30 days from start to finish. Work hours are 7:00 AM - 5:00 PM CST, but extended hours are possible if coordinated.
TMD will pay contractor on the basis of itemized invoices submitted to and approved by TMD after receipt, testing, and acceptance of services. Texas Government Code Chapter **** (Prompt Payment Act) governs payment and interest on overdue payments.
Contractor must warranty all workmanship on all materials and labor for a period of one year beginning with the date of completion or the manufacturer's standard warranty on equipment, whichever is longer. Contractor must respond to any warranty call within 48 hours and replace defective products within 5 business days of notification.
TMD will evaluate responses based on best value, considering price, compliance with specifications, quality, reliability, delivery timeframe, probable performance indicators, and other relevant factors.
Respondents must submit proof of plumbing license and insurance within five business days of notice of award. They must also demonstrate ability to provide required insurance coverage and may need to provide references for past projects.
If contractor fails to comply with contract terms, TMD may withhold payment. If noncompliance results in TMD purchasing goods or services from another entity, those costs will be deducted from contractor payment. TMD may also deduct amounts due to TMD for contractor's failure to provide adequate maintenance or replacement.
Two mandatory site visits are scheduled for May 27 and May 28, 2026, from 9:00 AM to 11:00 AM. Attendance at a minimum of one site visit is required for award eligibility. Failure to attend will result in disqualification.
The last day to submit written questions for clarification is June 2, 2026, at 2:00 PM CST.
Failure to attend a mandatory site visit will result in disqualification. Failure to sign the document will disqualify the response. Making false statements can lead to disqualification, contract cancellation, or state debarment. Taking exceptions to specifications will also lead to disqualification.
