Bidders are invited to submit bids for a term contract for
aggregate hauling via belly dump and bobtail for Leon County precinct 4. All bids must be submitted with an original and one copy to the Leon County Auditors Office, 113 West Main Street, 2nd floor, Centerville, Texas ****, no later than 3:00 PM, Thursday, July 22, 2021. Bids will be opened at 3:05 PM, Thursday, July 22, 2021, in the Auditors conference room. Questions regarding this bid solicitation must be submitted in writing by email or fax no later than four business days prior to the due date. The bid package includes a bid submittal checklist, instructions to bidders, general conditions of bidding and terms of contract, special requirements instructions, procurement standards, Davis-Bacon prevailing wage rates, specifications, vendor references, certificate of interested parties form ****, conflict of interest questionnaire, bid form, signature page, and offer and acceptance form. Additional attachments may be included. Bidders are responsible for examining the entire bid package, seeking clarification in writing, and reviewing their bid for accuracy before submitting. The county is exempt from federal and state sales taxes. Bids must be submitted in a sealed envelope marked with the invitation for bid number, due date, and the bidder's name and address. Late bids will not be accepted. The county reserves the right to reject any and all bids and to waive any informalities and minor irregularities or defects in bids. Bids may be withdrawn in person prior to the bid opening time. The bid will be awarded to the responsible, responsive bidder whose bid, conforming to the solicitation, will be most advantageous to Leon County, price and other factors considered. The county reserves the right to accept a bid in whole or in part, and to award by item or by group. A preliminary tabulation of bids received will be available as soon as possible following bid opening. A final tabulation will be available after a formal written request is made. Each change or addendum issued in relation to this IFB document will be on file in the auditors office. Vendors shall acknowledge receipt of all addenda with submission of bid. Failure to furnish bid bond/surety, if requested, will result in bid being declared nonresponsive. Failure to furnish affidavit of insurance, if required, will result in bid being declared nonresponsive. Vendors must complete form **** online with the Texas Ethics Commission (TEC) and submit a hard copy with the bid documents. Vendors must also complete a conflict of interest questionnaire and submit it with the bid documents. All bids, notifications, claims, and statements must be signed by an authorized individual. The successful bidder may not commence work until authorized by the Leon County Auditors Office. All invoices shall reference the purchase order number and itemized goods/services. Payment will be made under terms of net thirty (30) days. The county reserves the right to terminate any contract for which funding is not available. The seller shall establish a reasonable accounting system, which enables ready identification of seller's cost of goods and use of funds. The buyer may audit seller's records any time before three years after final payment. The general conditions of bidding and terms of contract, specifications, plans, bidding forms, addenda, and any other documents made a part of this bid shall constitute the complete bid. The successful bidder shall warrant that all materials utilized in the performance of this contract shall conform to the proposed specifications and be free from all defects in material, workmanship and title.
