Proposals are due September 1, 2026, by 2:00 PM. Proposals must be submitted electronically through the Empire State Purchasing Group's Regional Bid Notification System BidNet Direct portal on or before 2:00 p. m. , September 1, 2026.

Payment will be made upon submission of satisfactory statements, subject to audit and approval. The contract may be subject to recoupment of overpayments or unallowable costs. Payment of the above consideration shall be made to the contractor upon submission of statements in a form satisfactory to the county.

Proposals will be evaluated based on continuity of care and transition plan, organizational qualification and experience, philosophy of care and clinical model, access to care and service delivery model, and cost. Proposals will be reviewed in accordance with the following criteria, listed in order of importance: 6. 1 Continuity of care and transition plan 6. 2 Organizational qualification and experience 6. 3 Philosophy of care and clinical model 6. 4 Access to care and service delivery model 6. 5 Cost

Contractors must be currently licensed by the New York State Office of Mental Health to provide MHOTRS services, capable of providing onsite services at specified locations, and have a minimum of three years of operating experience in the Hudson Valley region. Failure to execute the contract, furnish required insurance, or complete the contract process after award may result in the award being voided and awarded to the next highest scored proposer. If the successful proposer fails or refuses to execute the contract, furnish the required insurance or bonding, or otherwise complete the contract process, and the county is still within one hundred twenty 120 days of the proposal opening, the county may, at its sole discretion void the award and award the contract to the next highest scored responsible proposer.

Protests must be submitted in writing to the Director of Central Services no later than five calendar days after the bid award. Any protest to the division of central services consideration of any bid must be submitted in writing to the address listed below and received by the director of central services no later than five 5 calendar days after the bid award.
