The City of Knoxville is seeking proposals for a litter and debris removal program for the Tennessee River. The contract is for one year with two optional one-year renewals. Services include daily monitoring and cleanup of the river and its tributaries, removal of debris and weir dams, promotion of volunteer cleanup days, and reporting on illicit discharges and spills. Proposals will be evaluated based on pricing (40%), qualifications/experience (40%), responsiveness (15%), and environmental efforts (5%). Submissions can be made electronically or by hard copy and are due by June 12, 2026, at 11:00 AM Eastern Time. A strict no-contact policy is in effect after the solicitation is posted. Bidders must also comply with Iran Divestment Act and Child Crime Affidavit requirements.
Proposals must be received by June 12, 2026, at 11:00:00 a. m. Eastern Time.
Proposals will be evaluated based on pricing (40 points), qualifications/experience of the firm (40 points), responsiveness to requests (15 points), and environmental efforts/sustainability plan (5 points).
The proposal shall include information regarding events of similar size and scope during the past 24 months for which the proposer has provided the type of equipment required, as specified. Proposer additionally shall provide a minimum of five references with contact information.
Inquiries, suggestions, or requests concerning interpretation, clarification, or additional information pertaining to the RFP shall be made in writing and be in the hands of the Gabriel Massey, Procurement Specialist by 4:30 p. m. Eastern Time on June 5, 2026.
Failure to comply with any declarative statements (must, shall, will) may result in their bid being non-responsive and disqualified. Unauthorized contact with city representatives after the posting of the solicitation may cause disqualification.
