The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The contractor shall perform work in accordance with best common practices and standards, including safety and hazard awareness, and abide by housing codes.

Protests must be served on the contracting officer by obtaining written and dated acknowledgment of receipt. A copy of any protest must be received in the designated office within one day of filing a protest with the GAO.

Failure of your acknowledgement to be received at the place designated for the receipt of offers prior to the hour and date specified may result in rejection of your offer. Contractors perform at their own risk when accepting direction from unauthorized officials.
