The period of performance for the base year is from August 1, 2026, to July 31, 2027. Option years extend this period. The solicitation states, Delivery: 07/31/2027 for the base year.

The bid notice states, Payment requests shall be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform system (IPP). It also mentions that at a minimum a proper invoice shall include: name and address of the contractor, invoice date and number, bie contract number, description, quantity, unit of measure, unit price and extended price of the items delivered.

The bid notice states, The government will award a labor hour price purchase order (PO) resulting from this solicitation to the responsible quote whose quote conforming to the solicitation will be the most advantageous to the government, price and other factors considered. The evaluation factors are: Capabilities, Key Personnel, and Price.

For key personnel, the offeror must provide resumes demonstrating experience as a special education teacher, a Master's degree in Speech Therapy from an accredited institution, and a current New Mexico license/certifications in Speech Therapy. A signed letter of commitment from the key personnel is also required.

The bid notice mentions that contractor shall not assign any staff to report onsite for work until clearance has been granted. Contractor shall be found in breach of contract which shall be grounds contract termination if unauthorized staff are found onsite without approved security clearances.

The bid notice does not mention the submission of samples.

The bid notice states, Technical questions pertaining to this opportunity are due by April 30, 2026, at 10:00 AM MDT.

The bid notice states, Failure to submit a complete and signed form may result in the offeror being disqualified from the competition and ineligible for contract award. It also mentions that a deviation from the above key personnel requirement shall be considered as a nonconforming and shall be considered nonresponsive.

The government anticipates awarding a firm fixed-price purchase order for this requirement.
