The City of Fayetteville is seeking proposals for a turnkey automated redlight camera enforcement program. The program aims to enhance motorist and pedestrian safety by enforcing redlight violations. The selected vendor will be responsible for all aspects of the program, including camera systems, violation processing, customer service, and adjudication support. Proposals are due August 7, 2026. The contract will be awarded to the lowest, responsive, responsible bidder, considering quality, performance, and time.

The proposer must describe their payment reconciliation methodology, which is to be completed daily and forwarded to the City's Finance Department. The proposer must also have the ability to receive payment from customers and transfer all collected revenues via ACH bank transfer to a bank account designated by the City.
This bid will be awarded to the lowest, responsive, responsible bidder or bidders, taking into consideration quality, performance and the time specified in the proposals for the performance of the contract.
Proposals will only be considered from entities that have provided automated red light photo equipment and services to a public agency for a period of no less than one year within the past five years.
If the proposer fails to provide clear and identifiable photos for 80% of red light violations, compensation will be reduced by 1% of total monthly fees for each percentage point below 80%. If more than 50% of photos at an intersection are rejected due to controllable factors, the proposer will not be compensated for that intersection for that month.

Causes for disqualification include evidence of collusion, lack of competency, default on a previous city contract, submittal of fraudulent information, or failure to submit required documentation.
