The government will award a contract to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the government, price and other factors considered. The contract will be awarded to the vendor with the best value to the government after technical acceptance. Quotes will be based on the following factors listed by order of priority: technical acceptability, adherence to schedule, and price.

Vendors must be registered in the SAM database. They must submit documentation of two projects demonstrating recent and relevant experience with 20-foot conex boxes with openside doors, padeyes/lifting pockets, and forklift pockets, completed within the last five years.

Failure to include pricing for all line items shall be cause for rejection of the quote. Technical submissions that do not meet the minimum requirements will be rated as unacceptable and will no longer be considered for further competition or award.

The contract will be awarded based on the lowest and most responsible bidder, considering factors such as financial strength, past performance, integrity, reliability, references, delivery time, and quality of products. Sandy city shall be the sole judge as to which bidder constitutes the lowest, responsive, and responsible bidder.

All work shall be completed no later than 90 days after award. The period of performance has been changed to 120 days.

The contractor shall provide a standard commercial warranty and perform rework at no additional cost to the government.

Offerors shall be evaluated on a successful/unsuccessful basis for capability. Documentation must demonstrate the ability to complete work within the required timeframe, including a clear project schedule and a comprehensive delivery plan. A licensed professional engineer must provide stamped and sealed drawings.

Quotes submitted without the specified content may be determined nonresponsive and removed from further consideration.

All contractors are required to be registered in the Federal System for Award Management (SAM).

A nonmandatory prebid conference will be held at 11:00 am on Wednesday, July 8, 2026, at the site off East Lynches River Rd in Lamar, South Carolina. Attendance is strongly encouraged but not required.
