The award will be based on best value, with evaluation criteria including price, room and building amenities, safety records, and proximity to campus.
Proposals must be received by August 5, 2026, at 2:00 PM CST. Late submittals will not be accepted.
Invoices must reference a valid TWU purchase order. Proposers may submit a proposal for a prompt payment discount.
The contractor warrants that goods delivered are merchantable and fit for use, and services are free from defects in workmanship and conform to contract requirements.
The award will be based on the proposal judged to be in the best interest of TWU, considering price, reputation, quality, meeting needs, past relationship, HUB compliance impact, total long-term cost, and other relevant factors.
Proposers must be responsive and responsible, demonstrating ability to meet requirements. TWU will review safety and security reports and may require financial statements.
The contract may be terminated for default if the vendor fails to remedy a failure or default within ten days of written notice. Penalties for late submissions are not accepted.
TWU reserves the right to inspect all rooms prior to occupancy. The university and hotel management will jointly inspect vacant rooms and upon move-outs.
Any actual or prospective proposer or vendor who is aggrieved in connection with the solicitation, evaluation or award of a contract may formally protest to the chief procurement officer.
Proposals may be disqualified for late submittals, failure to sign, non-compliance with RFP requirements, engaging in prohibited communications with TWU personnel, or submitting proposals with conditional clauses or alterations.
