The state shall have thirty 30 calendar days after receipt of invoice or satisfactory delivery of goods or performance of the services to make payment.

Liquidated damages is fixed at the sum of two hundred and no/100 dollars (****) for each and every calendar day the contractor delays the completion of this contract after the required date of said completion.

The contract administrator or his representative reserves the right to inspect contractors job performance at any time and may require the contractors presence during inspection.

A protest based upon the content of the solicitation shall be submitted in writing within five 5 working days after the aggrieved persons knows or should have known of the facts giving rise thereto.

Failure of any bidder to receive any such addendum or interpretation shall not relieve such bidder from an obligation under his bid submitted.

The estimated cost of the base scope of work is 1,000,****.

The required delivery date (RDD) is August 21, 2026.

Payment preference is WAWF (Wide Area Workflow). If you do not have a WAWF account, you are unable to receive payment from Norfolk Naval Shipyard as payment is paid through WAWF.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

The award will be given based on lowest price technically acceptable (LPTA). All quotes will be evaluated for both technical acceptability and price reasonableness.

Vendors must provide a detailed unpriced capabilities statement for review and acceptance by the technical POC. The technical capability portion of the quote should include lead time for each item and a complete list of supplies per the SOW.

Questions regarding clarification of solicitation requirements may be submitted by 06/11/2026 at 2:00 PM EST.

Vendors must be registered in the SAM database to be considered for award. Failure to meet technical specifications or provide required documentation may result in disqualification.

All items must be delivered within 30 calendar days of award. Vendor-performed delivery, placement, and inspection are required onsite.

Payment will be made after delivery and acceptance. Invoices are to be submitted electronically after items have been delivered and accepted by the government.

Offerors must provide product warranties, manuals, and technical support consistent with manufacturer standards. Offerors must identify warranty service procedures and parts availability.

Award will be made based on a value-based comparative evaluation, considering price, technical capability, and past performance. Technical and past performance factors are significantly more important than price.

The acquisition is a 100% VOSB set-aside. Offerors must be certified Veteran-Owned Small Businesses (VOSBs) and listed in the SBA certification database.

Failure to provide a complete quote as required by the RFQ may result in the quote being unacceptable and eliminated from consideration for award. Misrepresenting VOSB status can lead to debarment.
