Solicitation for the installation of new kitchenettes in building **** at Fort Bliss, TX. The contract will be firm-fixed-price and is set aside for Service-Disabled Veteran-Owned Small Businesses. The estimated magnitude of construction is between $250,000 and $500,000. Bids are due July 7, 2026, at 11:00 AM MST. A pre-bid conference and site visit are scheduled for June 11, 2026. Bid guarantee is required. Performance and payment bonds are required.
The contractor shall begin performance within 30 calendar days and complete it within 180 calendar days after receiving award, notice to proceed. This performance period is mandatory and not negotiable.
The government will make progress payments monthly as the work progresses, based on estimates of work accomplished. Final payment will be made after completion and acceptance of all work, presentation of a properly executed voucher, and release of all claims.
The government intends to award a firm fixed-price contract to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the government, considering only price.
The contract shall be awarded to the responsive responsible prospective contractor considering only price. Before award, to be determined responsive, a prospective contractor must furnish specific information with their bid, including a cover sheet, completed SF ****, pricing details, a letter from a bonding company, bid bond guarantee, subcontractor list, representations and certifications, and digitally signed drawings.
If the contractor fails to complete the work within the time specified in the contract, the contractor shall pay liquidated damages to the government in the amount of $1,**** for each calendar day of delay.
A site visit will be held following the pre-bid conference on June 11, 2026. It is optional but highly encouraged. The site visit is limited to a maximum of two attendees per company.
All questions and requests for information must be received no later than June 19, 2026, at 04:00 PM MST.
Failure to provide required information with the bid, such as a completed SF ****, bid bond guarantee, or digitally signed drawings, shall render the bid nonresponsive.
