The City of San Mateo Parks and Recreation Department is seeking proposals for printing and mailing services. The contract will be for one year with two one-year extension options, with a total contract amount not to exceed $150,000 per year. Services include printing of various materials such as brochures, posters, postcards, newsletters, and activity guides, as well as mailing services to approximately 50,000 households and businesses. Graphic design services may also be required. Proposals must be submitted electronically in PDF format by April 20, 2026. Questions regarding the RFP are due by April 13, 2026. The anticipated contract start date is July 1, 2026. All printing and mailing products must be SB **** compliant, containing at least 30 percent postconsumer recycled content where feasible.

The bid notice states that payment shall be made by City only for services rendered and upon submission of a payment request upon completion and City approval of the work performed. The City agrees to pay the contractor a fee in an amount pursuant to rates stated in Exhibit B, attached and incorporated by reference.
In selecting a vendor, city staff will consider, in addition to cost, the experience of the professional, the quality of work that the professional has done, and the ability of the professional to complete the work in a timely manner.
Proposers must provide a cover letter including authorized negotiator information, a summary of the firm's capabilities and proposed staff qualifications, a detailed description of the vendor's proposed approach to providing citywide printing services, and a one-to-two-page summary of the firm's experience and qualifications with a list of at least three agencies served in the last two years.
