The city seeks a contract for the rental, delivery, maintenance, and service of portable toilets for various durations. Discounts are offered based on bid value: 2% for bids up to $500,000 with certified small business subcontractors, and 1% for bids between $500,000 and $50 million. The final award is based on the low responsive bid or best value responsive bid. The contract is fixed price, and payment is due within 30 calendar days of receipt of deliverables or invoice, whichever is later.
All proper invoices received by the city will be paid within 30 calendar days of the city's receipt of the deliverables or of the invoice, whichever is later.
The contractor warrants that all deliverables sold to the city under the contract shall be free from defects in design, workmanship or manufacture, and conform in all material respects to the specifications.

An offeror is responsible if they have the financial and practical ability, resources, expertise, past performance, and positive compliance history with all city ordinances.
A protest regarding the solicitation by the city shall be filed no later than five business days before the opening of bids.
If a bid is found to be nonresponsive, the city will set it aside and proceed with evaluating the next lowest bid, or next best value bid, for responsiveness.
A bid is responsive if it complies with all solicitation instructions, scope, and specifications.
