The Lexington VA Medical Center requires an upgrade to its radio and video surveillance systems, including the Cooper and Leestown campuses. The solicitation includes a base year of service and 4 option years of maintenance and service. This notice is for a sole-source procurement of supplies and services for the ANALQ214 system. L3Harris Technologies, Inc. is the only responsible source due to unacceptable delays in fulfilling the Navy's requirements if a competitive process were undertaken. The government has waived the sources sought requirements. The anticipated cost is deemed fair and reasonable. No plans exist to compete future contracts for similar services unless another potential source emerges. A modification to a firm fixed price contract (****) with options is also included for the production and repairs of an ALE 47 V countermeasures dispensing set digital control display units and associated DCDU test repair.

The tender requires fielding support for upgrading GPS receiver cards (GEM VII2) in F16C aircraft. The contractor will be responsible for upgrading up to 200 units at seven locations, including staging, preparation, installation, and testing. The contract includes travel to each location, and potential shipping of spare EGI units to a contractor facility. The period of performance is 12 months after receipt of order. Additional documents, such as the IUID marking plan, acceptance test plan, quality assurance program plan, environmental, safety, and occupational health plan, configuration status accounting (CSA) information, configuration audit summary report, failure reporting and corrective action system (FRACAS), and cybersecurity implementation plan (CSIP) are required. The government will provide access to facilities, equipment, and software support. The government intends to negotiate with only one source (Honeywell Aerospace). Foreign contractor participation is not permitted at the prime contractor level.

This solicitation is for dockside repairs of the USCG Waesche WMSL 751. A complete list of work items is included in Attachment 1. Offerors must be registered in SAM (System for Award Management). Proposals are due by 10:00 AM PST on July 7, 2025. A site visit/ship check is required by June 28, 2025 by 12:00 PM PST.
