Award will be made to the lowest evaluated priced proposal meeting the acceptability standards for the non-cost factors.

Offerors must be registered in the System for Award Management (SAM) database and submit a completed copy of the Offeror Representations and Certifications Commercial Items with their response. Lack of registration in SAM will disqualify the vendor.

Unauthorized disclosure of Department of Defense information can lead to severe penalties, including fines, imprisonment, and administrative action. Failure to comply with contractor access requirements may result in withholding of final payment.
