This is a combined synopsis/solicitation for commercial products or services for hazardous fuels reduction by mechanical mastication of pinyon pine and juniper. Approximately 628 acres are to be treated. Work is to be performed from August 1, 2026, to December 15, 2026. The acquisition is set aside for small business concerns. Offers are requested via electronic submission no later than Thursday, July 23, 2026, 3:00 PM MDT. Contractors must be registered in the System for Award Management (SAM). A site visit is optional. The contract will be awarded based on lowest price technically acceptable criteria, considering relevant project experience and technical capability. Equipment specifications are detailed, including requirements for mastication machines and GPS capability. Work quality will be assessed based on inspection plots, with a minimum acceptable quality level of 85 percent.
Work must be completed by December 15, 2026. Work in the western units must be completed by September 1, 2026. No work can be done prior to August 1, 2026, due to big game and migratory bird timing stipulations.
The purchase order will be issued as a firm, fixed-price agreement with a single lump sum payment. Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP).
This contract will be awarded based on a lowest price technically acceptable criteria.

If public or private roads are damaged by the contractor, they shall be restored at the contractor's expense. If survey monuments are destroyed or removed by the contractor, the government will replace them, and the cost will be deducted from payment.

Contractors who do not have masticating/mulching implements that meet the requirements or who do not provide the required description and photos of equipment will be disqualified and are ineligible from the project bidding process.
