Award will be made in accordance with procedures at FAR ****, award.

Work must be completed by December 15, 2026. Work in the western units must be completed by September 1, 2026. No work can be done prior to August 1, 2026, due to big game and migratory bird timing stipulations.

The purchase order will be issued as a firm, fixed-price agreement with a single lump sum payment. Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP).

This contract will be awarded based on a lowest price technically acceptable criteria.

Contractors must be registered and active in the System for Award Management (SAM). Relevant project experience and technical capability are required. Equipment specifications must be met, including mastication machine horsepower and GPS capability. Contractors who do not provide required equipment descriptions and photos will be disqualified.

If public or private roads are damaged by the contractor, they shall be restored at the contractor's expense. If survey monuments are destroyed or removed by the contractor, the government will replace them, and the cost will be deducted from payment.

Vendors are allowed to visit the eastern units along the Sprague Gulch Road at their convenience. Prior to visiting, the private landowner must be contacted. You can also contact Shane Pfeiffer at **** to schedule a site visit prior to the closing of the solicitation notice.

Contractors who do not have masticating/mulching implements that meet the requirements or who do not provide the required description and photos of equipment will be disqualified and are ineligible from the project bidding process.

Bids are due by 10:00 AM local time on Tuesday, July 21, 2026.

Award will be made to the lowest and best bidder.

It shall be mandatory for each bidder to have a minimum of one representative at the pre-bid meeting. The representative shall be an ownerprincipal of the company andor shall be the project manager or project superintendent that will be assigned to this project.

A mandatory pre-bid conference will be held at 10:00 am local time on Tuesday, July 14, 2026 at the Tupelo Public Works Office conference room.

Failure to meet the mandatory pre-bid conference attendance requirement shall prohibit the bidder from submitting an eligible bid, and such bids will not be accepted.

The contract completion time is 180 calendar days following the notice to proceed to start construction. The notice to proceed will be issued no earlier than April 5th, 2027. The time for completion of this contract is 180 calendar days following the notice to proceed to start construction.
