Electronic bids must be entered into the BidNet MITN procurement system on, or before, 12:30 PM, Wednesday, July 29, 2026.

The city agrees to pay the vendor within forty-five (45) days of receipt of invoice, once the project has been completed to the satisfaction of the city.

The city of Warren requires a minimum one (1) year warranty on any, and all, defects in labor, and workmanship. The city also requires the manufacturer's warranty on all materials.

Award of the bids shall be based upon a combination of factors, including but not limited to, adherence to bid requirements, references and any other factors that may be in the city's best interest.

Contractor shall be a fully established business operating under its submittal name for five (5) years minimum in the field of construction. Contractor shall meet the insurance requirements, as listed in this bid. Contractor shall have adequate personnel to perform the services as indicated in this bid specification. Contractor shall possess appropriate equipment to perform the requested service.

Failure of the successful bidder to enter into an agreement with the city for the work and deliver the required insurance will result in forfeiture of the bid bond, and that security shall, as liquidated damages, become the property of the city.

A mandatory pre-bid meeting/site visit is scheduled for Thursday, July 16, 2026, at 9:00 AM local time at Waste Water Treatment Plant, **** Warkop, Warren, MI ****.

Bidders shall tabulate all questions and submit one inquiry list no later than Tuesday, July 21, 2026, at 2:00 PM EST.

Mistakes or omissions can result in the rejection of your bid. Late bids will not be considered. Bidders who do not have a bid security attached to their bids, will have their bids rejected.

Bids are due on or before August 6, 2026, at 9:00 AM EST.

Partial payments will be made as work progresses, with 5% retained until final completion and acceptance. Final payment is conditioned upon submission of evidence that all claims for labor, material, and indebtedness have been paid.

The contractor shall remedy any defects in the work and pay for any damage to other work resulting therefrom that shall appear within a period of eighteen 18 months from the date of final acceptance of the work.

The city reserves the right to accept or reject any or all bids, to waive irregularities and technicalities, and to request resubmission. The city shall be the sole final judge of qualifications of the bidder to perform service and reserves the exclusive right to accept or reject any bid as it deems to be in the best interests of the city.

Contractors must be licensed, bondable, and insured according to city requirements. Minimum qualifications include providing at least three professional, business references with which you have contracted to provide similar services in the past five years.

If the work is not completed on or before the date set for completion or any extension thereof, the contractor shall pay liquidated damages in the amount of $500 per day for each calendar day of delay.

Bidders shall bring questions, discrepancies, omissions, conflicts or doubt as to meaning of any part of contract documents to the attention of the city of St. Pete Beach procurement manager at least ten 10 business days before bid submittal deadline.

Violation of the cone of silence provision may be grounds for rejecting a response. Failure to comply with the e-verify provision is a material breach of the agreement, and the city may choose to terminate the agreement at its sole discretion.
